What is CAP?

CAP is an open communication standard defined by OASIS (Organization for the Advancement of Structured Information Standards) and accepted by organizations around the world. Its purpose is to exchange emergency and non-emergency communication in a consistent format that's accepted across various networks. CAP also strives to improve warning effectiveness and detect emerging patterns.

Alert Distributors for IPAWS EAS Alert Feed, like Syn-Apps, enable organizations to receive and relay IPAWS alerts to supported endpoints - such as digital signage, RSS feeds, mobile radios, emergency phone towers - ultimately expanding their mass notification reach.

As the “nation’s alert and warning infrastructure,” FEMA’s Integrated Public Alert and Warning System (IPAWS) provides a single feed for national emergency alerts from a variety of alerting authorities. IPAWS adheres to CAP standards and redistributes serious emergency alerts in a consistent format accepted by organizations world-wide.

Public Safety Emergency Scenario

May 24, 2014 10:51 AM PST – Local city officials have just issued a boil water alert after detecting contaminated water. As a public school district, you have determined these type of alerts are important to your emergency communication process and would like to automatically receive notifications from city and state officials. As the Director of Public Safety for your school district, what is the most efficient method of communication for receiving and relaying this information to your students, faculty, and parents.

Mass Notification Solution

Organizations can leverage CAP to rapidly alert personnel by subscribing to private or public CAP RSS or ATOM feeds to automatically receive information. When CAP alerts are received, SA-Announce can be triggered to activate notification groups and deliver pertinent information about the water boil to personnel. Therefore, the school district can subscribe to the local city CAP feed to receive public alerts, which are then distributed to designated endpoints via SA-Announce.

Overview

Syn-Apps' CAP Activator monitors inbound-CAP alert feeds published by external and proprietary systems. When inbound CAP alerts match specified filters, CAP Activator triggers SA-Announce notification group(s) and alerts recipients located on or off premise.

Key Features:

CAP Service Type - Control how your organization receives inbound CAP alerts:

  • Poll Alerts – Subscribe to public CAP index feeds and monitor alerts. Configuring your CAP feed for poll notifications provides greater flexibility and control, such as how frequently CAP Activator refreshes and checks for new alerts or how often to re-send active alerts
  • Push Alerts – Receive alerts “pushed” to your CAP Activator from third-party proprietary systems

Automated Notifications – Simplify communication by configuring SA-Announce to automatically activate notification groups when CAP alerts are received. SA-Announce extracts the inbound CAP message and disseminates the message to its specified endpoints

Geo-targeted Filters – Receive location-specific alerts using Geocode or Geodedic filters:

  • Geocode – Enter FIPS code(s) for county-specific alerts
  • Geodedic – Draw GIS polygons to filter and receive alerts within the affected areas

Syn-Apps' CAP Notifier expands communication capabilities with the ability to create and generate CAP alerts used to communicate information to users internal and external to your organization, such as media agencies, data broadcasts, and personal subscribers.

Create CAP-Compliant Alerts – CAP Notifier supports both "push" and "pull" notification methods - enabling customers with the ability to create and dispatch custom CAP notifications used to deliver notifications to CAP-compliant systems:

  • Newswire Feeds – Host your own CAP feed for external parties to subscribe to and receive alerts
  • HTML Internet Messages
  • CAP-Compliant Alert Systems – Like Digital Signage, Warning Sirens, Radios, Digital Broadcasts, etc.
  • Automated Broadcasts – Activate radio alerts or outbound telephone dialing systems

Custom Alert Templates – Control the type of supplemental information to publish by defining sub-element values:

  • Alert Status – Create actual, exercise, or test alerts. Dispatch notifications in real-time for active alerts, updates, or notify recipients of event cancellations
  • Event Type – Create real-time notifications for active events, event updates, or alert cancellations
  • Geodedic or Geocodes – Define location-specific parameters using UGC or FIPS Geocodes or drawing Geodetic polygon(s)
  • Event Categories – Define which preset category your CAP alert falls under, making it easier for subscribers to filter which alerts they wish to receive from your organization
